Granite Record indexes the public record of the New Hampshire General Court: what each bill does, who sponsored it, when it was heard, how it was voted on, and where in the recording it was discussed.
Bill histories, hearing schedules and sponsors come from the General Court's published data files. Vote tallies and individual member votes come from its roll call files. Committee majority and minority reports are taken from the House Calendar. Hearing and session recordings are the General Court's own, on YouTube, linked rather than copied.
Dates, sponsors, vote tallies, committee assignments and hearing times are taken directly from the official record. Committee reports are reproduced as filed, in the committee's own words.
Plain-language summaries of a bill's progress are generated from those records by software, not written by hand. The point where a bill is discussed in a recording is detected automatically and is an estimate: each one shows the margin it is confident within, and the player opens early on purpose. Where no estimate was possible, the recording is linked with a note saying so rather than a guessed timestamp.
Automatic timing was checked against 34 hand-marked proceedings across seven committees. Most land within two minutes; a small number are wrong by considerably more. That is why the site says a bill starts around a time and never states one as fact.
Speech recognition is worst at exactly the things that matter most — names, numbers and organisations. Check the recording before quoting anything.
